Legal framework and professional obligations
French Financial Security Act no. 2003-706 of 1 August 2003 and the regulations of the Autorité des marchés financiers govern the profession. Wealth management advisers are subject to requirements of professional integrity and competence. Among other obligations, they undertake to comply with a code of conduct, regularly train on market and regulatory developments, disclose their criminal record and hold professional liability insurance.
They do not directly receive any funds: all funds are made payable to the relevant financial partner or insurer. They also comply with anti-money laundering requirements and systematically document the origin of funds.
Advice, fees and commissions
The financial investment adviser (CIF) is approved by the Autorité des marchés financiers (AMF), and advisory services are remunerated through fees agreed with the client in advance.
The wealth management adviser also acts as a financial canvasser and, in that capacity, receives commissions from financial partners or insurers.
Regulatory status
To carry out its various activities, Libeccio Conseil SAS holds the required authorisations and has been registered with ORIAS under number 17003639 since 23 June 2017.

Complaints handling
In the event of a dispute or client complaint, the contracting parties undertake to seek an amicable settlement first.
Clients may submit a complaint to the firm’s address or to their usual adviser, who has 10 days to acknowledge receipt and 2 months from receipt to provide a response.
Consumer mediation
In accordance with Articles L. 616-1 and R. 616-1 of the French Consumer Code, Libeccio Conseil offers access to a consumer mediation scheme. The selected mediation body is CNPM — Médiation de la consommation.
In the event of a dispute, clients may submit a complaint on the mediator’s website or by post to: CNPM — Médiation — Consommation — 27 avenue de la Libération, 42400 Saint-Chamond, France.
Other avenues of recourse
If no amicable settlement is reached, the parties may then contact Compagnie des CGP-CIF, 8 rue Godot-de-Mauroy, 75009 Paris; the mediator of the Autorité des marchés financiers, 17 place de la Bourse, 75082 Paris Cedex 02; or the Autorité de contrôle prudentiel et de résolution, 64 rue Taitbout, 75436 Paris Cedex 09.
If these steps are unsuccessful, the dispute may be brought before the competent courts.
